The main objectives of its activities are as follows:

-publishing of articles covering the results of original, open to public scientific research activities and experiments.

-popularization of the main achievements Russian and the foreign experience in scientific research.

-the providing open scientific discussions with contribute to the research quality within the limits of the subject-matter being discussed.

Open Access Policy

The Civil Aviation High Technologies (Nauchnyi Vestnik MGTU GA) is an open access journal. All articles are made freely available to readers immediatly upon publication.

Our open access policy is in accordance with the Budapest Open Access Initiative (BOAI) definition - it means that articles have free availability on the public internet, permitting any users to read, download, copy, distribute, print, search, or link to the full texts of these articles, crawl them for indexing, pass them as data to software, or use them for any other lawful purpose, without financial, legal, or technical barriers other than those inseparable from gaining access to the internet itself.

Peer-Review

The Rules of Reviewing the Articles Coming to The Civil Aviation High Technologies (Nauchnyi Vestnik MGTU GA)
  1. All articles coming to the Bulletin Editorial Board undergo reviewing aimed at the evaluation by expert.
  2. Reviewing involve the presence of at least two reviewers for all articles of each issue.
  3. All reviewers are highly qualified specialists in the materials to be reviewed who had publications in the corresponding field of research during last 3 years.
  4. The article authors or other interested persons must not take part in reviewing the article. All the parties participating in the preparation of the manuscript for publishing must inform the Editorial Board about possible reasons for the conflict of interests.
  5. Reviewers are notified that the manuscripts are the authors private property and the information contained is not liable to disclosure.
  6. Reviewing is done anonymously in the form of “single blind peer review”.
  7. The term for writing a review is set as agreed with the reviewer but it is not to exceed three weeks.
  8. The review must include a qualified analysis of the material presented in the article and its grounded assessment: if the material presented for the publication corresponds to the focus of the publication actuality, the degree of scientific novelty, practical significance, the literary style of presentation (grammatical correctness, language culture, etc), the presence of plagiarism, possible mistakes in stating targets, formulae, logic constructions, bibliographic references and conclusions, and recommendations on eliminations of the remarks if necessary.
  9. The reviewer comes to the following conclusions: “recommended”, “recommended only after reviewer’s notes have been corrected” and “not recommended”. If the reviewer has any remarks which the author must work on and eliminate, the work is sent to the author for correction.
  10. If the review is positive, the article is forwarded to the sitting of the Editorial Board and recommended for publication.
  11. The term to make corrections is not to exceed 3 weeks. If this term is not observed, the article with the corrections is considered as a new one for reviewing.
  12. The article with corrections is subjected to the new consideration during which the reviewer decides if the article is liable for publication.
  13. If the review is negative, the article is sent to another reviewer.
  14. If the reviews are negative, the author is sent a motivated refusal in the article publication, certified by the editor-in-chief or his assistant.
  15. If the second review is positive, the possibility of publishing the article is discussed at the sitting of the Chief Editorial Board.
  16. The original review copies are kept in the Bulletin Editorial Board of MSTUCA for 5 years.
  17. The review copies are forwarded by Editorial Board to the publishing house, and on request to the Ministry of Education and Science of the Russian Federation.

 

 

Indexation

Articles in The Civil Aviation High Technologies (Nauchnyi Vestnik MGTU GA) are indexed by several systems:

  • Russian Scientific Citation Index (RSCI) – a database, accumulating information on papers by Russian scientists, published in native and foreign titles. The RSCI project is under development since 2005 by “Electronic Scientific Library” foundation (elibrary.ru).
  • Google Scholar is a freely accessible web search engine that indexes the full text of scholarly literature across an array of publishing formats and disciplines. The Google Scholar index includes most peer-reviewed online journals of Europe and America's largest scholarly publishers, plus scholarly books and other non-peer reviewed journals.

Publishing Ethics

The Rules of The Civil Aviation High Technologies (Nauchnyi Vestnik MGTU GA)

    The work of Editorial Board and the Bulletin reviewers is regulated by the international standards in the field of international publication ethics worked out by the Committee on publication ethics (COPE).

Principles of ethics in the work of the Editorial Board and the publisher

  • manuscripts are evaluated only on the basis of their intellectual content, authenticity of the information given and scientific significance regardless of commercial, political and other preferences;
  • publications integrity is protected, editor’s corrections can be only of literary editing;
  • the information is not allowed for publication if there is reason to believe that it is illegally borrowed or contains materials prohibited for publication;
  • the information, received after reviewing is confidential, unpublished facts received from the manuscripts can not be used for personal purposes or given to the third parties without the author’s written consent;
  • a reviewer has possibility to express motivated criticism freely due to anonymous reviewing;
  • measures to correct significant mistakes and inaccuracies revealed by the author or the editors are taken immediately.

Principles of ethics in the work of the reviewer

  • the manuscript received for reviewing must be considered as a confidential document, which can not be transmitted for studying and discussion to the third parties without the editor’s authority;
  • reviewing should be unbiased in nature. The reviewer must give objective and reasoned evaluation to the results of the research, personal criticism is unacceptable;
  • unpublished data, obtained from the submitted manuscripts, must not be used by the reviewer for personal use;
  • the reviewer, who, in his opinion, is not well qualified to evaluate the manuscript, or cannot be objective, in case of conflict of interests with the author or the organization, or is unable to review the article on time should notify the Editorial Board with a request to be excluded from the reviewing process of this manuscript.

The Principles that should be followed by the author of scientific publications

  • the authors of the manuscript are responsible for the accuracy of the results of the research, selection and accuracy of the facts, quotations, statistical data and other information. Erroneous or fraudulent statements are unacceptable;
  • the authors should guarantee, that the results of the research, described in the manuscript, are completely original. The borrowed fragments or statements must be presented with reference to the author and the authentic source. Excessive borrowing and plagiarism in any form, including quotes, paraphrasing or theft of the results of another person’s research are unethical and unacceptable;
  • it is necessary to recognize the contribution of all persons who have influenced the submitted research, in particular, the article must include references to the works that were important for the research. Private information, obtained through conversation, correspondence or discussion with third parties, should not be used without open written permission from the source;
  • submitting a manuscript to more than one journal simultaneously is considered unethical behavior and is unacceptable;
  • all persons, contributed to the research, should be mentioned as co-authors of the article. The author should guarantee that all co-authors have read and approved the final version of the article and agreed to
  • its publication. The persons who didn’t participate in the research cannot be mentioned as co-authors;
  • the author should avoid personal attacks, derogatory remarks and accusations against other researchers. Any form of slander is unacceptable;
  • the author must immediately inform the Editorial Board about any significant errors or inaccuracies in the article during its consideration and after the publication.

 

Policy on the use of Artificial Intelligence (AI) in the preparation of scientific articles

The Editorial Board of The Civil Aviation High Technologies does not recommend the use of AI in the preparation of scientific articles and imposes a complete ban on the generation and editing of images. The exception is when image generation with the help of AI or its correction is a part of the research plan. In this case, the author is obliged to indicate which images or their elements were generated by the AI. If AI is used in the preparation of an article, it is obligatory to provide full information about the use of AI to generate specific sections of the article. Information about the application of AI can be presented in the introduction of the article or in the section ‘Research Methods’. The Editorial Board of the Journal reserves the right to make a decision to publish or refuse to publish articles prepared with the use of AI. If an article is prepared with the use of AI, but the article does not contain information about its application, the article may be withdrawn from publication by the decision of the Editorial Board.

Author fees

Publication in The Civil Aviation High Technologies (Nauchnyi Vestnik MGTU GA) is free of charge for all the authors.

The journal doesn't have any Arcticle processing charges.

Disclosure and Conflict of Interest

Unpublished materials disclosed in a submitted manuscript must not be used in a reviewer’s own research without the express written consent of the author. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage.

Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers.

 

Plagiarism detection

The Civil Aviation High Technologies (Nauchnyi Vestnik MGTU GA) use native russian-language plagiarism detection software Antiplagiat to screen the submissions. If plagiarism is identified, the COPE guidelines on plagiarism will be followed.

 

Preprint and postprint Policy

Prior to acceptance and publication in The Civil Aviation High Technologies (Nauchnyi Vestnik MGTU GA), authors may make their submissions available as preprints on personal or public websites.

As part of submission process, authors are required to confirm that the submission has not been previously published, nor has been submitted. After a manuscript has been published in The Civil Aviation High Technologies (Nauchnyi Vestnik MGTU GA) we suggest that the link to the article on journal's website is used when the article is shared on personal or public websites.

Glossary (by SHERPA)

Preprint - In the context of Open Access, a preprint is a draft of an academic article or other publication before it has been submitted for peer-review or other quality assurance procedure as part of the publication process. Preprints cover initial and successive drafts of articles, working papers or draft conference papers.
 
Postprint - The final version of an academic article or other publication - after it has been peer-reviewed and revised into its final form by the author. As a general term this covers both the author's final version and the version as published, with formatting and copy-editing changes in place.
